Yes, you should use new lawn fertiliser and spread with the seed. We do recommend using a Glyphosate spray 1-2 days before seeding to take out any foreign weeds. Ideally, do this 1-2 times before seeding to reduce the weed population. That is, wait for a green tinge of weeds, spray, repeat this 7-10 days later, then seed the lawn.
Kikuyu sounds like the best option. Work on 50 grams per square metre, so 3 kg in this instance.
24 hours is the time we generally recommend to allow the soil microbes to deactivate the glyphosate.
